प्राधिकरणको वक्यौता आठ अर्ब १९ करोड
काठमाडौं÷नेपाल विद्युत प्राधिकरणको बाँकी बक्यौता आठ अर्ब १९ करोड ६१ लाख पुगेको छ । प्राधिकरण स्थापना भएको २०४२ सालदेखिकै बाँकी वक्यौता छ तर त्यसपछि सो वक्यौता उठाउनका लागि वेवाता गरेपछि आठ अर्ब नाघेको हो । प्राधिकरणको ग्राहकले तीन महिना महशुल नतिर्दा लाइन काट्ने गरिन्छ तर पहुँचवाला व्यक्तिहरुको लामो समयसम्म महशुल नतिर्दा पनि प्राधिकरण व्यवस्थापनले वेवास्ता गरिदियो । जसको परिणाम बक्यौता बढ्दै गयो । हुन त उर्जा मन्त्रालय र प्राधिकरणले बाँकी वक्यौता उठाउनका लागि कार्ययोजना पनि निर्माण गरिसकेको छ तर समयमै प्राधिकरण व्यवस्थापन सक्रिय भएको भए यति धेरै वक्यौता हुने थिएन ।

नेपाल विद्युत प्राधिकरणले पोखरा क्षेत्रका कालोसुचीमा रहेका ग्राहकहरुको नाम सार्वजनिक गरेको छ । १ करोड २१ लाख रुपैयाँ बराबरका १ हजार ४ सय ८६ जना जनाको नाम पोखरा क्षेत्र अन्तर्गत कालोसुचीमा छ । ती ग्राहकमध्ये ५५ जनाको नाम प्राधिकरणले तीन पुस्तेसहित सार्वजनिक गरेको हो ।

उनीहरुले गरेको प्रगति प्रतिवेदन जस्अख्तियार दुरुपयोग अनुसन्धान आयोगले १० जलविद्युत आयोजनाको अनुमतिपत्र खारेज गर्न उर्जा मन्त्रालयलाई दिएको निर्देशन हचुवामा भरमा देखिएको भन्दै सरोकारवालाले विरोध जनाएका छन

जीएमआरसँग माथिल्लो कर्णालीको पीडीए सम्झौता
काठमाडौं, ३ असोज । लगानी बोर्ड र भारतीय कम्पनी जीएमआरबीच शुक्रबार आयोजना विकास सम्झौता (पीडीए)मा हस्ताक्षर भएको छ । सिंहदरबारमा प्रधानमन्त्री शुशील कोइराला र भारतीय गृहमन्त्री राजनाथ सिंहको उपस्थितीमा बोर्ड र नौ सय मेगावाटको माथिल्लो कर्णाली जलविद्युत आयोजनाको प्रवद्र्धक जीएमआरबीच पीडीएमा हस्ताक्षर भएको थियो । हस्ताक्षर कार्यक्रममा एमाले अध्यक्ष केपी ओली समेत उपस्थित थिए । कार्यक्रममा बोर्डको तर्फबाट प्रमुख कार्यकारी अधिकृत राधेश पन्त र जीएमआर गु्रपका हाइड्रो इनर्जी बिजिनेश युनिटका अध्यक्ष आरभी शेसनले हस्ताक्षर गरेका छन् । पीडीए हस्ताक्षर कार्यक्रमपछि बोल्दै गृहमन्त्री गौतमले हस्ताक्षर भएपछि जनता र राष्ट्रको हितमा उपयोग गर्नका लागि बाटो खुलेको बताए । भारतीय गृहमन्त्री सिंहले समयभित्र आयोजना बनाउनका लागि दुवै पक्ष सक्रिय हुनुपर्ने बताए । दुई बर्षभित्र वित्तिय व्यवस्थापन गरी त्यसको पाँच बर्षभित्र माथिल्लो कर्णाली आयोजना बनाईसक्ने लक्ष्य जीएमआरको छ । प्रमुख कार्यकारी अधिकृत राधेश पन्तले जलविद्युतको लगानीबारे धेरै गफ भएपनि यथार्थतामा पीडीए हस्ताक्षरसँगै बाटो खुलेको बताए । पीडीए कार्यावन्यनको अनुगमन गर्न प्रोजेक्ट मोनिटरिङ युनिटका साथै तीन महिनाभित्र प्रोजेक्ट रिभ्यू प्यानल गठन हुनेछ ।’ पीडीए कार्यावन्यनका लागि मन्त्री परिषदले राष्ट्रिय योजना उपाध्यक्ष डा. गोविन्दराज पोखरेलको संयोजकत्वमा उच्चस्तरीय समिति समेत गठन गरेको छ ।

National Conference on Energy Economics and Sustainable Development (CEESDev)
Energy is one of the most important driving factors for higher economic growth, which every country in the world wishes to achieve. Given the continuous increase in demand at a significant rate, energy has become one of the scarce resources. Securing energy for the current and future generations is one of the greatest challenges that we are facing today. Countries in the world have accordingly given priority to energy policies, funding on energy research and innovation, energy economics and energy diplomacy. Nepal, a developing country in south Asia is blessed with huge water resources and enormous potential of clean and renewable energy, namely, hydropower, solar and wind. Proper energy policies and adequate investment in energy sector may pave the way for bright future of the country. However, Nepalese are still suffering from energy scarcity and remote access to water. Large-scale multipurpose projects could contribute to round-the-year water regulation and regional energy security, strengthen cooperation and influence the entire regional economics. However, they are associated with many controversies. The sentiments of Independent Power Producers (IPPs) regarding existing policies and procedures, particularly when it comes to basin optimization and Power Purchase Agreement (PPA), are increasing. Recently, the news of the Power Development Agreement (PDA) and Power Trade Agreement (PTA) between Nepal and India has covered most of media headlines in Nepal and abroad. PDA is supposed to help secure foreign investment in hydro sector of Nepal; however, it has been very controversial issue far more than PTA. OBJECTIVES & ORGANIZERS In the above context, several pertinent questions prevail. What should we do to make our development and economy, anchored to energy market, sustainable? Do existing models of energy economics and electricity reform valid in the context of Nepal and should the Government go with it? If we ought to develop new models, policies and procedures, how should we move forward? What are strengths and weaknesses of the PDA & PTA? What is the real science behind those documents? With an objective to seek answers to these questions, GHEaSES International Pvt. Ltd., Asian Institute of Technology and Management (AITM), Institute of Frontier Studies (IFS), Asian Institute of Diplomacy and International Affairs (AIDIA) and Kathmandu University Dept. of Civil & Geomatics (KU) - under a facilitation of Transform Nepal by Uniting Nepalese (TNUN) intelligent professional society – are joining hands to organize a one-day collaborative conference on Energy Economics and Sustainable Development (CEESDev). CEESDev is expected to reveal what research and practice in energy sector inform to shape Nepal’s prosperous future through sustained growth. The organizers ask interested people from academia, industry, government and community to present their papers, contribute as panelists or actively participate as general audience, and make the conference a great success. This is all done in support of Nepal’s intelligent development transformation. SCOPE & THEMES CEESDev covers a wide range of issues related to energy and energy economics of Nepal along with regional collaboration in energy sector. In addition, there will be dedicated and long session of panel discussion which is expected to feature most of the prominent people from Nepal researching or practicing in the field of energy and energy economics. The content and recommendations of the conference will be published in the form of proceedings, submitted to the concerned authorities and disseminated to wider public.

Odd Hoftun & the History of Hydropower Development
The book Power for Nepal describes the pioneering work led by a Norwegian missionary engineer in the creation of hydro power industry in Nepal over a period of five decades, beginning in the 60s. It‟s an incredible story of a man raised in Christian faith who felt a compelling desire to serve those less fortunate than him in an unknown land by helping them help themselves. As a young man Odd found it appealing to his understanding of himself with a character in Henrik Ibsen‟s play who felt he had “God‟s seal on his forehead”. Odd felt that „some great task lay before him‟. This had to with „practical decision-making‟, „diesel on his fingers and the roar of motor in his ears‟, „technical challenges‟, „days and nights of painstaking work to nurse ideas and visions to life, planning them down to the smallest detail‟.
